The pair were unexpectedly placed in the same cell together, giving them a lot of time to talk and learn more about each other. As he spoke to his new cellmate throughout June 2020, Shane Goldsby became increasingly certain that Robert Munger was the man who repeatedly raped his underage sister.

Speaking to KHQ last year, Goldsby stated that he had been asking for a new cell to no avail.

During conversations with Munger, Goldsby claimed that the man described what he did to his sister in vivid detail.

Munger had been sentenced to 43 years in prison for child molestation and possession of child pornography just seven months before.

Goldsby said: “He kept… giving me details about what happened and what he did. About the photos and videos of him doing this stuff, and it was building up.”

According to a Washington State Patrol investigation into what happened at the Airway Heights Corrections Center in Spokane Country in eastern Washington state, Goldsby crept up on Munger in the common area before knocking him to the floor.

He then repeatedly stomped on his head over and over, with Munger dying in hospital just a few days later.

During a hearing last week, a lawyer representing Goldsby read a statement on his behalf: “I’m ashamed of my actions, I was put into a situation that I don’t wish on nobody. I got a lot of fixing to do.”

Washington’s Department of Corrections policy states that prisoners are “assessed for separation and facility prohibition concerns to ensure safety and facility security,” adding that prisoners who “may be aggressors, victims of aggressors, or the threat to the orderly operation of a facility” should be kept apart.

This has raised questions over why the two were put in the same cell, especially given what Munger did to Goldsby’s younger sister.

The investigation by Washington State Patrol found that protocols were followed by the prison and that “there is no evidence suggesting screening staff should have known about the conflict between Goldsby and Munger”.

The report adds that Goldsby and his sister do not share the same surname, making it harder to identify the history between him and Munger.

Despite the investigation, Goldsby explained that he felt set up by corrections officers at the prison.

He said: “This stuff doesn’t happen. You’re talking the same institution, the same unit, the same pod in the same cell as this dude. That’s like hitting the jackpot in the casino seven times.”

Mike Padden, a Republican state Senator, called for an investigation into how the two men ended up sharing a cell.

Speaking about Munger, who was 70-years-old, he said: “He probably would have died in prison, but he shouldn’t have had to die like that.”

Goldsby was sentenced to 298 months, just under 25 years, in prison after pleading guilty to second-degree murder.
