In a 12 page report, senior civil servant Sue Gray criticised gatherings in the heart of Govenment, saying they “represent a serious failure to observe not just the high standards expected of those working at the heart of Government but also of the standards expected of the entire British population at the time”.

Boris Johnson will make a statement to MPs on the report’s findings at 3.30pm.

The investigation has hung over the Prime Minister for months.

It has become a distraction in his Government’s efforts to deliver on its priorities to level up the UK and rebuild the national economy following its devastation during the pandemic.

However, the published report is a slimmed-down version of Ms Gray’s findings after the Met Police launched their own probe into allegations of illegal gatherings last week.

Scotland Yard asked for the report to make only “minimal reference” to those events they were looking into.
